Assistant to the COO for Office Administration
The Assistant principally supports the Chief Operating Officer in a variety of administrative duties including the management of selected office functions; given the nature of the responsibilities, the Assistant must be discrete and highly professional as well as skilled at multi-tasking, adhering to deadlines and supervision, and committed to the highest standards of work throughout.

The Assistant will:
Provide daily support to the COO including scheduling meetings and conference calls, developing and disseminating meeting agendas, preparing meeting logistics and materials, taking and finalizing meeting minutes, managing COO's travel logistics air, hotel, car service and visas. Serve as a primary contact point for visitors and staff seeking meetings with or information from the COO; also responding to requests for information from the COO's Office and disseminating policies to staff. Establish and maintain tracking mechanisms, generate standard reports using a variety of systems and maintain orderly documentation and filing of both paper and electronic throughput information for the COO's Office. Carry out other general administrative duties including photocopying, faxes, data entry, emails, etc. Provide modest support in the above areas for two other Vice Presidents. Manage several organization-wide office functions including arranging for temporary work space and set-up for visitors and students; coordinating the purchase of gifts for PHMI clients and ensuring adequate supply is on-hand; updating PHMI property, casualty and medical evacuation insurance coverage with the PHS Insurance Department to ensure that new employees, guests and consultants are covered by the policies. Oversee the PHMI Reception Desk including personnel supervision and coverage; ordering of office supplies. Manage Kronos weekly absence management system including adjustments and approvals; explain PHS policies and procedures to employees. Assist in the development of an improved internal PHMI new employee orientation program and coordinate new employee program participation and meetings

Requirements:
BA/BS degree with at least five years of experience in supporting senior organizational officers and in managing a range of office functions is required; prior experience in a setting similar to PHMI is a plus. The position requires demonstrated organizational skills, superb communication and interpersonal capabilities; attention to detail and sound judgment while multi-tasking; diplomacy and discretion with sensitive information; initiative and willingness to learn new responsibilities; ability to interface with internal stakeholders working with the COO. PHMI Employment Opportunities in Tripoli, Libya

PHMI is anticipating managing a large health systems and continuing medical education national demonstration project in diabetes care and prevention in Libya. The project is envisaged to be made up of several pilot programs aimed at current system of care and prevention for people at risk for or with diabetes and will be focused on:

  • Libyan health care system and its current trajectory of change
  • Clinical care, patient education, facility infrastructure pilot initiatives directed at current system of diabetes care and at systems for primary prevention of diabetes and prevention of complications of diabetes
  • Professional workforce development — medicine, nursing, allied health, nutrition, etc.
  • Advising and coordination for a national prevalence survey of diabetes

Country Program Manager
PHMI is seeking immediate expressions of interest from any individuals wishing to be considered for a role in on-the-ground project management in Tripoli, Libya in the role of country program manager (CPM). The project will include the in-country roll out and management of several complex pilot programs related to diabetes care and prevention specifically around:

  • Improving clinical care
  • Reduction and prevention complications
  • Professional workforce development
  • Patient and community education and awareness
  • Model facilities and systems for care

The CPM will represent PHMI in Libya and manage, coordinate, and oversee all in-country project related elements, including administration, financial, logistical, and national staff management. The CPM will work in close cooperation with multiple project stakeholders including ministerial and government representatives, our client — a US based diversified energy corporation, PHMI Boston-based leadership and staff, members of the medical community, national professional groups, international diabetes and health care experts, and others as required. Incumbent will serve as the primary focal point for communication in Libya for PHMI with respect to this project.

Primary Responsibilities
Program Management and Coordination:

  • Provide overall creative and administrative leadership to in-country roll out and deployment of several complex pilot programs related to diabetes care and prevention
  • Prepare in-country operational and personnel work plans, in collaboration with Boston based project staff, consistent with the overall project goals and objectives
  • As directed, manage and plan the allocation of human and financial resources for the timely and efficient implementation of overall project goals and objectives
  • Coordinate, plan, and schedule multiple visits in-country by various Boston based and other international health care and related experts
  • Manage and direct in-country logistics for visiting experts such as lodging, ground transportation, flights, and registration of travelers and visas with local authorities
  • Coordinate, plan, and schedule with national stakeholders individual pilot programs and their components relative to project goals and objectives
  • Coordinate and manage the delivery and deployment, in collaboration with national stakeholders, of equipment and materials as required for individual pilot programs
  • Network and develop key contacts and stakeholders and maintain database with relevant contact information
  • Develop regular project management reports for internal review and external and stakeholder audiences

Qualifications:

  • Provide overall supervision of national staff of up to 3 staff members
  • Delegate, manage, and review individual staff responsibilities and tasks
  • Direct and manage in-place/role development for individual staff with aim to develop appropriate knowledge, skills, and abilities
  • In coordination with PHMI Boston, supervise and support office administration and relevant staff to guarantee compliance with PHMI, US, and Libyan legal, administrative, and financial regulations

Required Education Qualifications:

  • Master's degree from a recognized college or university is required; MPH or similar health management degree preferred.

Experience and Core Competencies:

  • English and Arabic fluency is a pre-condition for consideration
  • Incumbent must have very good to excellent command of both spoken and written English and Arabic, in public speaking, business written, and other project related situations requiring clarity and understanding
  • A minimum of 6+ years professional experience, with progression of responsibility and health care project management experience;
  • Highly developed diplomatic and operational comportment and sensitivity to cultural mores and norms
  • Highly developed ability to deliver complex project management direction and implementation
  • Demonstrated effective health care project management experience in an international context
  • Ability to assess program impacts and incorporate lessons into the implementation of pilot programs
  • Strong leadership and staff management skills in multidisciplinary setting
  • Excellent interpersonal communications skills and experience working in a multi-cultural environment
  • High degree and demonstrable flexibility in a complex and deadline driven professional environment and ability to maintain overall positive outlook with focus on overall project aims
  • Demonstrated ability to work under pressure and in challenging operational environment
  • Ability and willingness to travel through-out the country for trips of a day or more, as well as to London, Boston, and elsewhere as indicated
  • Demonstrable interest in non-communicable diseases, diabetes, and / or people with diabetes
  • Broad understanding of North Africa and social, political, and economic issues
